Interpretation
I always try to disect the writings of others and I really liked this one, so here goes:

"When it gets worse
the ten go first.
The ten gophers
reverse what hurts."

When things get bad our bill of rights is set aside for the sake of safety by people who tell us we need to make sacrifices of our liberties.

Written in verse
it always works.
The ten gophers
disperse the curse

We have a good blueprint already protecting us, but always compromise these rights when they make an excuse for us to feel like we're in danger

They will emerge
erasers of scourge.
Not ten goat herds
match ten gophers

First two lines here, we always have superstar spokesmen who rise to the particular occasion to convince us we need to make that sacrifice...they put a beautiful or 'legitimate' face on it.
The next two lines, the masses influence can't match that of the few powerful.

The hens and worms
all know the terms.
When it gets worse
the ten go first.

Hens are nesters and worms bury themselves deep from the light, and so they distract themselves and keep occupied as not to have to think about what is really going on.

I don't know. Sometimes things speak in certain ways to certain people. I hope it's an interesting concept.
