The Department of Rumors and Suspicions is an often underrated division of the Bureau of Sweetness and Light, often associated with secrecy, dissension and rupture. Through the Wisdom of the Framer, this facility broods upon its spyshots and recordings, while discretely consulting with the Department of Strategies and Plans. When a 'trip point' has been established with mathematical precision, all evidentiary documentation is turned over to the Bureau of Longing and Withholding, where it often is set on. If the 'trip point' is later actuated, remedies are executed from the Bureau of Longing and Withholding's storehouse of Cold Refusals and Determinations.

"Trip points vary from situation to situation," explains an highly-placed informer from within the Bureau, who asked to remain anonymous since he/she is not authorized to speak for the Bureau, "and it's impossible to say just exactly how they come about, you just suddenly realize: yeah, that's it."

"I can't tell you much more," he/she added, "And you gotta keep this to yourself, this is on a 'need to know' basis, publicity is almost never necessary, you don't want to act that mad in front of other people. And besides, it's never the same, anyway."
