A Quick Note : These are from my "The RPG Designer's Complete Guide To Skills" which was never released. I'm giving it another shot. I own the copyright to these skill descriptions, but feel free to use them in your own Free or Open Source RPG (thus FORGe). You are not allowed to use these in a commercial RPG. Any comments or revisions to this skill are appreciated.
Bribe
Bribing is such a cunning talent that sometimes the target of the bribe doesn't know that he's been bribed at all. This is because bribes are proposed and negotiated in subtle, cryptic language that would not imply any guilt on either party even if the conversation were recorded and played before a jury. Some people do not pick up on this, so it could be said that there is some skill in taking a bribe as well as the act of bribing itself. A successful check means that a target has understood and taken the bribe. A failed check could have any of a number of disastrous consequences. The target could miss the point that the money he received was a bribe. He could turn out to be honest and turn in the player to the police. Or, at best, the target just says no.
A successful Detect Vice check will give a bonus to a character's Bribe check if he offers the target the object of his vice.
